One troop is led by adults, one is led by the Scouts. What’s the difference? At the risk of oversimplifying the answer the difference is focus. Troops run by adults are focused on results. Troops run by Scouts are focused on process.
As adults in positions of authority our exchanges, no matter how casual, carry the weight of position and authority. This is why I school adults to be very careful about what they tell youth leaders
I advocate using guided discovery (asking questions) to help youth leadership find their way. Often my questions are rhetorical, in other words I do not expect that the person I am questioning has an answer.

When asked what specific online resources they used when looking for information about program ideas. Respondents listed a range of specific websites: Ask Andy Questions and answers in an advice column format backpackinglight.com Great Backpacking information and gear reviews Baloos bugle Cub Scout program newsletter BoyScoutTrail.com General Scouting program ideas Bryan on Scouting .
The survey asked about two distinct types of information -information related to policy and procedure and information dealing with program plans and ideas. Policy and Procedure The majority of respondents cite Scouting.org (the official Boy Scouts of America website) as their go-to source to learn more about policy and procedure.
Our most recent survey sought to rack how we are answering questions, finding information and improving our skills as Scout leaders. Some of these resources are online, some are offline but Scouters responding to this survey are much more dependent on online resources – no big surprise there!

I recevied this question recently via the website contact form. The email address given did not work so I am publishing the question and answer here. -Clarke I'm a assistant scoutmaster and was recently contacted by a dad of a scout that after one year is still at Scout rank.
What Resources Do You Use? How do you find answers, information and hone your skills as a Scout leader? I have differentiated between two basic types of information; questions of policy and procedure (rules and regulations) and program related ideas (skill instruction, etc.)
We are all working towards the troop where Scout leaders are not leading, up front, talking much ( if at all). Our aim is that , the vast majority of the time, Scouts are leading Scouts and we are far in the background.

What follows is a collaboration between Larry Geiger and myself. Larry has a great deal of insight on why and how Scouting works; he sent me a couple of different writings and ideas and I saw some connections that resulted in the following article.

THE REASON They don't appear to know how to lead. WHAT'S HAPPENING Scouts are elected to leadership positions but are doing a lackluster job. They don't seem to appreciate the opportunity and are very slow to take things on. THE SOLUTION Sometimes this apparent lack of initiative is a matter of perspective.

How are we doing? Scouting is replete with different measures for success. The metrics of finance, membership, activity, advancement, training, miles hiked, feet climbed, distances paddled, roads biked, all serve to give us different perspectives but only partially and imperfectly answer the question.
